Cherise Cox-Nottage

Cherise Cox-Nottage is presently the Head of the Legal and Compliance Departments for UBS Trustees (Bahamas) Ltd.  Mrs Cox-Nottage is a graduate of the University of Kent at Canterbury, (UKC), Canterbury, Kent, England and The London School of Economics Political Science (LSE), London University obtaining an undergraduate degree in law and an LLM (Master of Laws) degree, respectively.  Mrs. Cox-Nottage is a Member of the Bars of England and Wales and The Bahamas, a TEP (Trust and Estate Practitioner) with the Society of Trust and Estate Practitioners (STEP) and has a Certified CAMS designation with the Association of Certified Anti-Money Laundering Specialists. She also holds an International Diploma in Compliance (with distinction), Int.Dip (Comp) and an International Diploma in Anti-Money Laundering (with distinction) Int.Dip (AML) from the ICA (International Compliance Association) in the U.K.  In 2013 Cherise obtained the certification of CAMS-Audit Specialist and is also a Fellow of the ICA.

Connie Fenchel

Connie Fenchel is an internationally recognized expert with more than thirty-five (35) years of experience in the areas of Anti-Money Laundering, Detection of Suspicious Activity and Financial Investigations.  Ms. Fenchel served as the Deputy Director of the Financial Crimes Enforcement Network (FinCEN); the Executive Director of Operations, Director of Financial Investigations, Group Supervisor and a Special Agent for the U.S. Customs Service.   As a twenty-six (26) year federal government employee, Ms. Fenchel was a manager for twenty (20) years and a high-ranking Senior Executive for five (5) years.  Ms. Fenchel has been the President of AML Experts for the past fifteen (15) years and provides consultation and support to a wide range of companies and financial institutions. Ms. Fenchel is also a Certified Anti-Money Laundering Specialist (CAMS).

Garry Clement

Financial Crime Prevention expert and advocate, Garry Clement joined the Association of Certified Financial Crime Specialists team in 2016 as the Executive Vice President and helped lead strategic changes until April 2018.  Garry has over thirty-four (34) years of financial crimes experience.  Having worked in roles as the National Director for the RCMP’s Proceeds of Crime Program, an investigator and undercover operator in some of the highest organized crime levels throughout Canada. Garry has authored and/or co-authored several papers in national and international publications on organized crime and money laundering  Since 2007 he has worked as a consultant with a focus on financial crime and independent money laundering reviews for the money service business industry, credit unions and securities firms.   He is a member Association of Certified Fraud Examiners.

George Roper

George Roper, FCCA, CISA (non-prac.), B Sc. (Hons.) is employed with the Bank of Jamaica as a Supervision Evaluation Expert since August 2017.  Mr Roper prior to that was the Vice President Compliance – Scotiabank Group Jamaica (2010 – 2017).  Mr. Roper was also previously the Deputy Executive Director of the Financial Services Commission (FSC), taking up that position on April 1, 2007.  Mr. Roper is a Fellow of the Institute of Chartered Accountants of Jamaica (“ICAJ”); a Fellow of the UK’s Association of Chartered Certified Accountants and holds a B Sc. degree in Management Studies.  He is also a Certified Information Systems Auditor (“CISA”) having extensive experience in financial statement and information systems auditing, which was gained while he was at Price Waterhouse, now Pricewaterhouse Coopers, between 1984 and 1992. 

Glenna Smith

Glenna Smith is Managing Director of Smith Compliance Consulting (SCC) Inc. in Barbados.  She has a Bachelor of Commerce, is a Certified Anti-Money Laundering Specialist (CAMS), holds an Advanced Certificate in Managing Virtual Currency and Financial Crime Risks and is the President of the Barbados Association of Compliance Professionals.  Ms. Smith has gained wide and in-depth knowledge in compliance, operational risk, corporate governance, enterprise risk management and legislative matters during thirty years in the financial services sector.  Ms. Smith has authored a number of articles and is a very lively presenter who speaks regularly at conferences regionally and internationally on a variety of topics.

Kem Warner

Kem Warner has been working in the financial services sector for over twenty (20) years and has held several executive positions both in Antigua and Grenada to include, Chief Executive Officer, Operations Manager, Trust Manager, Private Banking and Business Development Manager and Compliance Officer and Coordinator.  Mr. Warner is a certified banker and holds a FICB designation. He is also a Certified Fraud Examiner (CFE), a Certified Anti-Money Laundering Specialist (CAMS) and a certified Anti-Money Laundering Auditor (CAMS-Audit). He is currently the Owner and CEO of KAW Management Services Ltd. in Antigua and KAW Management Services (Caribbean) Ltd. in St. Kitts and Nevis.  Mr. Warner is an advocate for training and is the leading private sector trainer in areas of AML/CFT, Anti-Fraud, Risk Management, Corporate Governance and Ethics in Antigua.  

Kim Manchester

Kim Manchester is Managing Director and founder of ManchesterCF.  He has an extensive background in International Banking to the Global Financial Services Industry.  Mr. Manchester founded ManchesterCF.  Based in Toronto, the practice provides Financial Crime Risk Management Training Programs and Advisory Services to financial institutions and public-sector agencies.  ManchesterCF has supplied training programs to major international financial institutions and to governments in G7 countries and emerging markets.  Advisory Services from ManchesterCF include Financial Crime Compliance Program Design, Typologies Research for Government Policy Makers and Consulting Services for National Financial Intelligence Units.

Laura Goldzung

Laura H. Goldzung, CAMS, CFE, CFCS, CPAML, CCRP is President and CEO of AML Audit Services, LLC, a boutique consultancy specializing in the independent testing of anti-money laundering compliance programs of bank and nonbank institutions. Ms. Goldzung has worked in for more than thirty-five (35) years in the financial services industry in multiple executive management roles. Since founding her firm, she has co-created sector-specific compliance officer certification programs, presents various Anti-Money Laundering/Anti-Fraud topics for industry-leading organizations and has authored many articles on the topic of AML. Ms. Goldzung also serves as a dispute resolution arbitrator for the Financial Industry Regulatory Authority (FINRA). Ross S. Delston

Ross S. Delston is a Washington, DC-based Attorney, a Certified Anti-Money Laundering Specialist (CAMS), an Expert Witness and former Banking Regulator (FDIC) with forty (40) years of experience in the financial services sector.  He has specialized in Bank Secrecy Act/Anti-Money Laundering (BSA/AML) issues for over seventeen (17) years. Mr. Delston has also acted as a testifying or consulting expert on BSA/AML issues in numerous civil cases, including on behalf of the U.S. Attorney’s Office, Southern District of New York in U.S. v. Prevezon, a civil forfeiture case.  Mr. Delston has been a consultant to the International Monetary Fund (IMF) since 1997 on Anti-Money Laundering/Countering the Financing of Terrorism (AML/CFT) and Banking matters and has participated in the AML/CFT Assessments of nine (9) offshore financial centers, including Saint  Vincent (2010) and Bermuda (2008).  Mr. Delston has also been a Consultant to the World Bank since 1998 on Banking Regulation, Resolution, Insolvency and Systemic Crisis Issues for numerous countries in Africa, Asia, Eastern Europe and the former Soviet Union.

Stanley Foodman

Stanley Foodman is a recognized author having published articles in international and domestic banking journals, newspapers, magazines and on-line publications.  Mr. Foodman is a recognized forensic accountant who specializes in complex tax matters compliance including reporting for cross border transactions, estate planning and real estate transactions for high net worth individuals.  Stanley Foodman has an established banking practice at Foodman CPAs & Advisors that caters to Financial Institutions around the world.  Foodman is at the forefront of banking regulatory compliance, and is currently an industry expert on FATCA and CRS matters.  Stanley is widely known within the domestic and international banking community as the “go to firm” for FATCA/CRS.   He has been FATCA and CRS instructor the Florida International Bankers Association (FIBA) and the Federation of Latin American Banks (FELABAN).

Thomas Anthony

Mr. Thomas Anthony is the Global Head of Exiger’s Immigration, Citizenship and Visa (ICV) practice.  Mr. Anthony advises government agencies and their approved agents on the development and implementation of sound, risk-based policies and procedures for Citizenship by Investment programs.  Mr. Anthony joined Exiger from the Antigua and Barbuda Citizenship by Investment Unit, where he was the Deputy Chief Executive Officer.  In this role, he focused on managing the daily operations of the Unit, advising government on policy, creating guidelines & procedures, and policy implementation. Before this, Mr. Anthony was the Manager at GBC Wealth Management, a Division of Global Bank of Commerce.  Mr. Anthony has also worked at ABI Bank Ltd in several capacities, including Assistant Manager Loans, Debt Recovery Manager, and Assistant Manager Investments. He was also a Financial Advisor and Vice President of their fully-owned Miami Broker/Dealer. Mr. Anthony is a Certified Financial Crime Specialist.

Tyrone L. E. Fitzgerald is a Management Consultant, Anti-Money Laundering/Compliance Trainer and corporate strategist at Fitzgerald Consulting Group Ltd., an organizational development and management consulting Company.  Fitzgerald Consulting Group Limited specializes in Interdependent Business Strategies, Corporate and Compliance Training and Coaching and integrative Organizational Learning, Risk Management and Compliance Processes and Methodologies for financial institutions, non-profits, and quasi-governmental and regulatory agencies in the Bahamas and the Caribbean.

Dr. Declan Hill

Dr. Declan Hill is an Investigative Journalist, Documentary Maker and Academic.  Dr. Hill specializes in the study of organized crime and international issues.  Dr. Hill was a Chevening Scholar at Green College, University of Oxford where he obtained his Doctorate on the study of match-fixing in professional football.  His two books, “The Fix: Soccer & Organized Crime” and “The Insider’s Guide to Match-Fixing in Football”, were the first exposures of the corruption at the heart of international football and have become best-sellers in twenty-one (21) languages

Nathan Mueller

Nathan Mueller is a former licensed CPA who spent his last ten (10) years of corporate accounting at ING who found himself defrauding the same Reinsurance Company that built his professional career.  Driven by his greed and wanting to pay off his debts, he abused the same processes that he helped implement. What started as just $1,100.00 to a credit card, spiralled into an $8.5 million fraud over the next four (4) years.  After being caught by another employee and being investigated by the FBI, he plead guilty and was sentenced to ninety-seven (97) months in the federal prison. He was released in September 2014.

While serving his sentence, Nathan delivered over sixty (60) speeches to a broad spectrum of groups & organisations including college classes, businesses, business organisations and non-profits.  He has become a sought after speaker for presentations on Compliance and Ethics for diverse and notable organisations across the United States.  He also co-authored “Lessons From An $8 Million Fraud” in the Journal of Accountancy, which won the prestigious Lawler Award as the article of the year for 2015.

10th Annual Post Conference Workshop

Offshore Tax Evasion and Tax Avoidance have become significant challenges in the global economy, requiring tax administrators and tax authorities to move beyond their national borders to recognize and levy taxes on international investments and offshore corporate and trust vehicles that provide the infrastructure and mechanism for taxable income to escape detection and scrutiny.

Foreign Account Tax Compliance Act (FATCA) is a US Law, which seeks to prevent tax evasion by US citizens and residents through offshore accounts and is designed to address non-disclosure of taxable income and assets held by such citizens and residents in foreign accounts. The far-reaching impact of FATCA on US and foreign companies (with US clients and assets) has created onerous tax reporting obligations on offshore corporate and financial service providers for the past several years. 

These legislative developments have caused the offshore jurisdictions in which they operate to create laws, regulations, and adopt Intergovernmental Agreements to meet these tax reporting obligations. They have not only affected Offshore Financial Institutions, but they have also created additional regulatory and compliance expenses to Governments, Regulators and Financial Institutions.  FATCA has also had an impact on Correspondent Banking Relationships, Privacy Issues, Customer Service and not to mention additional Compliance Costs.

Additionally, the Organization of Economic Cooperation and Development (OECD) has introduced, in 2014, a common global standard for automatic exchange of tax information between countries called the Automatic Exchange of Information (AEOI).  This is informally called the Global Account Tax Compliance Act (GATCA) which now introduces an arguably more pervasive and stringent form of tax reporting, risk management, and compliance on Offshore Financial Centers around the world.

With changes to the tax reporting and compliance landscape, Governments, Financial Institutions, Investors, Regulatory Authorities Customers have had to keep pace and maintain their risk management knowledge and skills, in order to remain competitive, relevant, and compliant in this rapidly changing global environment.

This Post Conference Workshop is specifically designed for Managers, Supervisors, MLRO/Compliance Officers, Risk Officers of Financial Institutions, all Financial Institutions, as well as Internal and External Auditors and Regulators, Inland Revenue and other relevant Governmental Departments to assist them in gaining comprehensive, practical knowledge and understanding of the new developments and tax compliance requirements under FATCA, CRS, and GATCA.

The Workshop will also provide practical guidance for the effective implementation of an internal tax reporting/compliance-monitoring framework, and effective compliance and risk management strategies to address these new challenges.
